Because it gives him a very profound sense of purpose. He knows he exists for serving the Health/Welfare of the public, but Re-l and 'The Specimen' were both impressed upon him as Special Important Appointment, and he holds them up higher than the rest of his professional career.
Why? Because he's monitored her so carefully, taken so much of a key background role in her development, that she's...his, his attentiveness to her is somehow mentally transferred onto a reflection of himself ("When I look into her eyes, I want to see my reflection") it's definitely a little narcissistic. Also, she's modeled of a life force that's not entirely human, but put into human form- Re-l is as close to biological perfection as Romdeau has been able to achieve, and he appreciates/admires her in that sense. She preoccupies his thoughts, when he's not thinking about 'Other Work'.
After a certain point, Re-l's grandfather kinda failed at being her nurturing support and Daedalus was too glad to step in- not too overbearingly, and such that she barely even noticed that shift.
Post-death, and post-half acknowledged reconciliation with Re-l over the Monad Clone business, post Romdeau's collapse, and Re-l's journey...he thinks she's the best example of a legacy of their age, and that since he had a hand in helping her to that point, he takes great private pride in her- and so that devotion continues.
I wouldn't call it fatherly or brotherly because there's definitely romantic feelings, it's kinda Pygmalion Complex and very clear Daedalus is only suppressing his desire to outright call her 'beloved' because of professional constraint...that emotional balance that he feels responsible to maintain at all times. He's already stopped caring and let that become very unbalanced and despairing once- and he's really quite ashamed in retrospect for showing her that side of himself.
How old was Daedalus when he got his M.D.?
This is where it would be really nice if Ergo Proxy had a definitive pre-canon timeline, because his appointment coincides with the capture and containment of Mosque's Monad Proxy, and at some point after the creation of Re-l (who we've headcanoned as having been 'bumped' a little in development for sped growth, there's several points that suggest this. Re-l is younger than Daedalus by a little more than just a few years, but he's been her personal physician as long as she can remember.)
Daedalus was designed and groomed to take on his position from a very young point, so he was specialized early for medical research/administration and probably was a full fledged doctor at the head of the facility by age 14.
He's not a hands on surgeon- for precision and cleanliness reasons, that's all done by AutoReiv, he just walks them through it. Actually, he's used to a lot of hands on tasks being done by his two entourage, so while he's got a deep textbook knowledge and good understanding of human biology, of general health consultation...while he knows what all your DNA means, hands-on medicine and all this knuckle deep in trauma center injury is really bewildering to be suddenly thrust into.
